AI will be more likely to take ministers with political power bonuses (eg Silent Workhorse) early in the game, and will be more likely to take NFs with political power when at war with bad economic or manpower laws.

German Civil War victor that changed its ideology will now get its "political situation resolved" (so it can change flags) and have the former country leader's national spirit removed
