Lowered restrictions on being a Major country (min 35 factories -> 16; 70% of average factory count -> 30%)
Removed some DLC decisions and on_actions
Altered whether some NFs are available after capitulation (adds wargoals, changes diplomacy or adds factories = no, otherwise usually yes)
