-Fixed bug where tiles gained by fort were not workable by nearby city.
-Fixed bug where removing fort would not remove adjacent territory.
-Forts that are close to city (3 tiles and less) are owned by city, so if that city is captured those forts are captured too.
-Removed stat changes to military engineers
-Removed technology prerequisity for forts (moved back to siege tactics).
