Added: Option for repair kits to restore a % of durability, instead of a flat amount. Regenerate the RepairBench.xml config file for it to show up.

Fix: JobDriver_RepairItem.MakeNewToils() throwing System.ArgumentOutOfRangeException when trying to get the item to be repaired from the TargetQueue. How the TargetQueue was empty when the job was created is still unknown, so this fix treats the symptoms, not the cause.

Attempted Fix: Directly check at top of WorkGiver if the pawn can reserve the bench. This hopefully will solve the reported errors.
