Fuel Purifiers now provide a maximim efficieny rating of 99%, rather than 50%

Fuel Purifiers are now limited to 4 (granting a max of 80% reduction with x4 densinium tier purifiers

Precursor Fuel Purifier limit set to 1. This means you can, at max, have 5 total Fuel Purifiers on your ship.
