* tether statue adjustments (CariTheKitty)
* removed debug code from quantum generators (cat2002)
* mining lasers all have at least 1-tile background mining from tier 1, rather than tier 3 and beyond. Most background mining from 3+ has increased radius by 1 tile.

* new Solar station module (cat2002)
* Solar Panels operate differently. Height is no longer a factor in their placement. Actual light level determines their potency. Power output has been adjusted as well, topping out at around 24 power for the solar tower.
*Artificial light still works, albeit at *much* lower rates, meaning you will never get max power from a solar panel without sunlight.
* Solar Panels will operate on space stations, but never at the absolute max efficiency.

* tile-effect adjustments and corrections (bk3). Mostly, moved to new file structure that is less intense on CPU processes. This should improve performance noticably.
* new Tether statue for pet lovers (Cari the Kitty)
* Primus armor set bonus increased, and gives proper stats in the icon tooltip.
* corrected problem with fubandits dungeon pool
* removed vashtagun and a few others from the bandit spawn pool
* Darklight Flower now unlocks the Madness Shield augment
* Added Letheia Facility dungeon (The Observer)

* fixed an infinite power bug
* generators should properly handle power and distribution via ITDs
* slightly increased mech idle regen rate
* some minor tweaks to the mech repair pad. it now only turns green when mechs are nearby (and only heals then, too), and has increased effect range (10, from 3)

* Cyborg crew should now properly block Aether on themselves as well as the player.
