-Finally got mod tags working

-Fixed sidewalks jutting out from the road on Downtown
-Reduced the amount of possible Avenger Defense objective locations on Cabin_edit, EMP spike should show in its intended location
-Made aesthetic changes to Shopping Center_edit, the interiors of the buildings should now follow a strict colorscheme
-Added more objective locations to Shopping Center_edit, Dark VIPs can now be on the skybridge and XCOM VIPs can now be extracted from the skybridge

-Added two bus stop PCPs with windows as backplates, no skipping these bus stops ;^)

Attempted to add tags, seems Firaxis broke the SDK too much for it to even be able to do that
