Update 4.0 - 2 Year Anniversary Update

Art Improvements/Changes:
* Improved the unit flags of Harekaze and Musashi.
* Changed the Dawn of Man image for Haifuri Civ, now it's more exciting.
* Improved icons for the icon atlases.
+ Added new Strategic View icons for Harekaze, Musashi and Advanced Cruiser.
+ Added new unit flag for Advanced Cruiser.

Quality of Life Improvements/Changes:
* Improved the soundtrack for Haifuri Civ.
+ Added new Selection Sounds for the Harekaze.
+ Added new unique dialogue for Misaki Akeno, now it features 390+ unique dialogue lines!

Gameplay Changes:
* Changed the start bias so now Haifuri Civ always start on the coast, no more sad landlocked capitals.
* Reduced Misaki Akeno's competitiveness for city states. She will continue to be friendly with them, just not fight over them against other civs.
* Changed the unique ability (trait) of Misaki Akeno. Now it reduces the maintenance of Naval units by 50%; embarked units gain +2 movement; embarking only cost 1 movement point; all units start with the "Amphibious" promotion.
* Buffed promotion "Musashi Secondary Armament" so it now gives +25% Combat Strength against land units and cities compared to +20% previously.
* Buffed promotion "Musashi Targeting Computers" so it now gives +35% Combat Strength against land units and cities compared to +25% previously.

Update 3.1
+ Added new Harekaze unit flag.
+ Added new promotion "Musashi Damage Control 2", it requires "Musashi Damage Control 1".
+ Added new promotion "Harekaze Damage Control", it requires "Harekaze Sonar".

* Changed promotion "Musashi" so it now gives +15% Combat Strength against land units instead of +20% previously.
* Changed promotion "Musashi AAA Armament" so it now gives +1 Interception per turn as well.
* Changed promotion "Musashi Secondary Armament" so it now gives +20% Combat Strength against cities compared to +15% previously.
