Added LUA script to assign Plot to first closest city when building Defense Tower.
- The increase of Orbital Range seems inconsistent, when I build outside of city zone, but within 1 less Orbital Range it usually increases orbital range. Will have to look into this more.

Added new unit by suggestion of cbdeakin Defense Tower
- Grants +1 Orbital Coverage (when in city limits)
- Grants fortified units 50% defense

Removed Naval Intelligence Graphics. (added to Global Sedition Core).

Removed Naval Intelligence and added it to Global Sedition Core, to make sure Sponsor had enough spy names (GS Core has upto 20 spies).
