Added power production and consuming to give the center waste processing. It trickles but does not drain, so if it fills, you either wait it out or dump it ;). Thanks and credit to Blueloopstah for this tip!

Change upkeep to 420/week to make it more of a mid/top tier landfill for processing, truck pickup and employee pay.

Removed a barrel section, added radio/wifi tower. Increased maintence (raise in pay for workers :p)
