Corruption mechanics are now disabled for governments that use treasury (will be added back later)

Fixed a bug preventing the mod from being disabled

Added a new setting called "Extreme Corruption". Its effects are similar to the previous "Increased Corruption" setting, but it also introduces a soft cap of 1000 on raw income.

The mod is compatible with the new DLC, so this is just an updated version number
Note that currently there are no effects specifically for the Treasury resource

Theocracies now get a small bonus from the learning skill to offset the very low stewardship values these rulers often have.

Some of the income lost to corruption is now distributed among corrupt councilors and court position holders.
