Integrated Philippine Flavor Mod - may look at adding more gold to Philippines and SE Asia in general in the future

-added 1 gold potential and 1 coal mine to Iceland to represent it's brief period of lignite mining as well as the discovery of gold at Thormodsdalur and Mogilsa
-reworked file structure to hopefully futureproof update compatibility
