- Implemented initial Bretonnia building tree update
- Edited garrisons for Emp and Brt
- Fixed or changed various building and building chain names
- Various tweaks to building effects
- Re-added Empire Huntsmen for recruitment (via the hunting lodge)
- Adjusted tax level effects on growth along with public order effects

Buildings update for The Empire.

Removed duplicate Altdorf settlement (Vanilla WH3 bug)
Reduced settlement unlock slots for major and minor settlements (at least until I change the settlements chains)
Deleted unnecessary start_pos tables (they are used when building the start_pos files, but afterwards don't do anything)

Should not require new campaign start.
