HUGE PERFORMANCE update thanks to CaesarVincens in the modding discord. Helped me make a mod that removed a lot of the native nations and merged into one, the game is a lot faster now, but it might take like a minute or two for your pc to merge all the nations at the start of the game but this is the best I can do. New campaign required.

Replaces 'law_slavery_banned' with 'law_debt_slavery' or 'law_slave_trade' in multiple country history entries. This update adjusts the initial law setup for several countries to better reflect intended historical or gameplay scenarios.

Replaces 'law_no_frontier_colonization' with 'law_no_colonial_affairs' in converted countries history. Adds a new 'force_colonialism_russia' event to activate frontier colonization for Russian cultures starting in 1581.

By 1492 there will be more countries with colonial laws forced on them. In the future when I learn how to code better I will think of something different.

Introduces the 'identity_holy_roman_empire' power bloc identity with its own modifiers, AI weights, and cohesion logic. Updates the Holy Roman Empire bloc in 00_power_blocs.txt to use the new identity and principles. Adds new on_actions for start boosts and Holy Roman Emperor effects, as well as a new static modifier and localization entries for the Holy Roman Empire. Also includes documentation for power bloc identities.

Gave every capital 1 level of construction so private sector builds, some ai wasn't building at all. Should be a massive boost to the economy at start to make it more stable.
