Bots using personal weapons in vehicles will now have a correct firing pattern.

Major code rewrite, now making full use of monitors to keep track of weapons. Slight change in ammo conservation algorithm's RNG calculation. Moved version number to the description to stop the mutator from resetting itself in-game.
These changes will hopefully improve performance as well.
