TEME/UTCM, SAVEBREAKING UPDATE

-changes many technologies to buff equipment instead of specific units or categories of units for more unit compatibility. Note that this will leave the insides of many technologies "Blank" but the buffs DO apply and they are found in the tooltip instead of inside the technology description.
-reverts category_antitank additions to unit files for increased mod compatibility
-rebalances many of the Civilization tech folder techs
-fixes the "Years" of certain Robot equipments
-changes the progression of APA to use more Fallout-lore friendly progression instead of OWB progression

Per community balancing requests, we've offloaded some of the build cost from PA and Robot equipment into the Module costs, as well as making modules optional for Power Armor (since the NCR does just that to make their Heavy Troopers)

hotfix to patch OWB's odd Tank Progression bug, where at the end of the research line you'd end up with two tank types, stage 3 and 4, despite 4 being an upgrade to 3
