Increased morale penalty "general died" from -2 to -4 (vanilla -2)

increades garrison size in traditinal towns, about 30%

decreased line infantry garrison size from 160 to 130
incresed skirmisher garrison size from 60 to 80

found a way to fix very easy siege battle vs AI
removed morale penaly from army casualities (ume_concerned_army_destruction) from -20 to 0.

It was easy to win 1500 vs 5000 siege battles, cause after player demolish half AI army AI got -20 morale penalty.
The rest of the army just ran away from the battlefield.
Now it is harder to win siege battle

the level of the general does not affect the autoresolve. This is done so that the player's high level generals do not affect the autoresolve

Revolver cavalry - upkeep cost increased from 90 to 130

Line infantry increased upkeep cost from 78 to 100
