- Only Chaos nations can choose the "reformed chaos horde" government reform.
- The third chaos government interaction now requires 2 chaos favor (though it still only costs 1).
- Made the Skaven mission tree completable if you aren't a Horned Rat Adherent.

Bug Fixes
Fixed the Chaos Warband Government Description to more accurately represent their playstyle.
Crown land should no longer rocket around as much on destroying land as a warband.

Chaos Warband Overhaul
No more Warband Development!
Instead, the Chaos Favor mechanic has been radically changed. Conquering provinces destroys them and gives you Chaos Favor. Chaos favor provides you with money and manpower directly from the dark gods. Note, this may mess with current games, making some warbands very powerful
Everchosen selection now takes Chaos Favor into account.
Tweaks have been made to migration.
Removed some unnecessary informational events surrounding chaos church power
Added new diplomatic actions for dealing with warbands.
Significantly adjusted the "Chaos Legion" special unit into "Daemonic" units. These units use up far less manpower and cost less, with reduced land attrition and increased morale damage. They can be upgraded by spending chaos favor.
Adjusted how warband subjugation works, as well as the subjugated warband subject type.
Adjusted the Chaos Ideas.
Adjusted the Chaos missions.
Adjusted some chaos events.

New Content
Added new country ideas for Archaeon, and gave him a recommended start in the bookmark. He's ready to conquer!

Tweaks
Added monarch lifespan to the grail knight personality.
Purged provinces lose 4 Tax, Production, and Manpower, instead of being set to 1/1/1.

Bug Fixes
Removed all the "rebel_preacher"s popping up in rebellions.
Changed Lizardmen rulers from "Archbishops" into "Lords."

Tweaks
Reduced Royarch's vassal income penalty (so it doesn't result in negative vassal income in some cases) and liberty desire bonus.
Adjusted some Bretonnian subject missions to just require growth/approval of other Bretonnian subjects.
Adjusted the United Bretonnian Government Bonuses.
Adjusted some events in the grail quest to cost less money, but focus on Heir Claim more aggressively.
Subject nations can now make formables.
Chaos warbands get the Chaos Invasion casus belli against everybody.
Slowed Down Bretonnian Authority gain a bit.


Bug Fixes
Nobles' "Supremacy over the Crown" no longer double counts the loyalty and influence boost for nobles.
The Royarch vote now correctly adds votes for being a Grail Knight.
Knocked Da Immortulz merc company down to reasonable discipline bonus.
First Nurgle mission now correctly gives modifier.
Chaos nation now have the racial challenge missions.

New Content
New ideas for Ordo Draconis
Added some Dragon Cults around Cathay, and changed Wyrmkin to be Dragon Cult. Added some Dragon Cults to Dragon Isles. Also allowed Yin Yang and Dragon Isles religion to convert to Dragon Cult. Gave Dragon Cult Monsters, and made them cheaper.

Tweaks
Dominions now take up a relationship slot, slowing down some expansion. However, a handful of government types make dominions of the same culture group free: Bretonnian Royarch, Cathay Splinter State, Phoenix King, and Everqueen Court.
Added a 10-year defensive buff to the chaos gate, making it nearly un-siegable for a while.
Increasing development increases karma by 1 per click. Constructing a Great Project insteases development by 10.
Adjusted the everchosen chances a bit.
Adjusted some Asur missions to require a trusted ally instead of just an ally on the various continents.
Slightly lowered the Development needed for the Cathay ultimate mission


Bug Fixes
Fixed a missing province target for the Ind neighboring event
Monuments now properly trigger based on tolerance to religions

Fixed a unit localization issue
Hashut religions no longer purge other races.
Fixed the vampiric coast neighbor event missing a target.

Tweaks
You can now use Evil Conquest and Anti-Evil conquest casus belli through your subjects.
Significantly reduced the amount of money you get from dominions.
Happy estates no longer increase Control of Court mechanic
Made the control of court abilities now cost 75 points. Overextension and corruption now decrease control of court.
Gave Elven Military Land Leader Maneuver +1. The Manpower Recovery speed is pretty dramatically rough, and monsters are now weaker.
Base imperial authority growth is reduced from +33% to 25%
Changed the rewards for a few reforms from increased Imperial Authority to other benefits.
Improved the Suidockk great project
Forest of Gloom monument now allows you to recruit monsters
The Chaos gods now consider subject development when choosing the everchosen.
Final Chaos Mission now requires 1000 provinces instead of 500.
Elven event that reduces manpower no longer gives that option if you don't have enough manpower to give.
Tweaked a few naggaroth colonial borders, and fixed a few province issues.

Empire Mission Tweaks
Cannons of Nuln and Cavalry of the Reiksguard now accept subject nations instead of owning or alliance.
A single imperial coin gives less money and less inflation
Master of mankind ultimate mission now requires you to own, subject, or strong alliance all provinces in the old world.

High Elf Mission Tweaks
Barracks mission now requries 10 barracks.
Fixed the far east foothold mission requiring naggarothi provinces.
Adjusted the Reman, Kislev, and Asur missions that require universities to allow for another way to achieve before universities come online.

New End Game Crises
Reconnect the World Tree: A Wood elf who owns, has subject, or is allied with all magical forests across the world reconnects the world tree. For as long as that nation exists, Every year each magical forest grows by one of each development.
Reopening the Polar Gates: An Old Ones worshipper who owns three key provinces in the north and south chaos wastes may reopen the polar gates to commune with the old ones. Doing so brings him to maximum technology level (and causes everybody in the world to fear him).

New Content
Added two new estates privileges: "Purge Lesser Races" and "Purge Uncivilized Races." Conquered provinces that are not in your religious group, and are not in your culture group or accepted cultures, are purged. They are are reduced to 1/1/1 development and gain 100 devastation. However, they are instantly converted to your primary culture and religion. Nations sharing the converted provinces religion, religion group, culture, and culture group gain aggressive expansion against you. "Purge Uncivilized Races" does the same, but only against Skaven, Orcs, Beastment, and Fimir.
New National ideas for Mousilin, New Lahmia, Red Fangs, and Arkhan
Dwarves (but not chaos dwarves), can use survey land to ferment certain resources into beer.

Tweaks
Since warpstone is somewhat common, reduced the furnace bonus from +5% global goods produced to +1% global goods produced. Still extremely powerful however.
Strong Duchies can be taken with Dominions.

Ogre Caffeine and Alcohol events now properly only trigger if you have those trade goods. These events now only remove one dev.
Improved a few nearly worthless monuments: The Hellpit, Altar of the Horned Rat, Gates of Zharr, Tower of Gorgoth, Forest of Gloom.
Standardized cost of monuments to vanilla.
Weakened the tier 5 military skaven government reforms.
Added a hidden helper event to get dominions to automatically trade favors for trust at max favors.
Reduced the all power cost benefits of the mage estate, trading in warpstone, and a few country ideas.
Set estate max privileges to 7. It was too easy to get 100 loyalty and bypass interesting estate mechanics.
Moved around some age rewards and objectives.
Orc Fightiness events are now 10% as frequent. They were way overtuned before.
Added Paper to about 10 new provinces, mostly in human controlled civilized zones.
Printing Press now only spawns on paper.
Printing Press no longer causes global trade to grow by itself
Changed hobgoblin unit names.
Adjusted the Transmutation and Magical Bureaucrats government reforms.
Reduced Bretonnian development in peasant provinces to make it less dominating in the area.
Adjusted the "Summon the Elector Counts" event to be more balanced.
Added a peace treaty to convert fellow empire members to your religion.
Added a diplomatic action for the emperor to convert good allies within the empire to their religion for Imperial Authority.

End Times Tweaks
End times events are now more brutal, affecting more of each nation.
Everchosen no longer gains tech levels upon being chosen.
At the start of the end times, every non-chaos player gains 200 aggressive expansion against the everchosen, allowing them to join a coalition if they like.
End Times event to ruin own dev now happens every two years instead of every year.

Mission Tweaks
Ogres now need 5% of warpstone for their mission instead of 10%
Skaven only need to control the college of altdorf for their mission instead of owning it.
Skaven now need 75 warpstone for their mission instead of 60. They start with a decent amount of it
Adjusted some Mountains of Mourne Areas and Ogre fort missions.
Tweaked rewards from orc raiding cities missions.
Tweaked a few empire missions.
Adjusted a few orc missions to make them make more sense.

Bug Fixes
Fixed a bug that would make the civil war disater unstoppable if you are a theocracy.
Fixed the ogre advisor portrait slightly bleeding out of frame
"Party for Mork" now correctly takes away manpower instead of adding it
Empire and Remen missions no longer give restoration of union on self in certain conditions. They now also give restoration of union on the ally in the case of an alliance.
Fixed a few empire missions tooltips, fixed the trade powerhouse modifier, and increased the four local modifiers from +25% to +50%.
Fixed a handul of other bugs.

Vargs and Norsca Minor Update
Vargs Idea: 1 naval manuever -> 1 land manuever
Events:
Khornate option for vargs religious missions
Bypass for Final Religious Mission (decision was removed)
Demon Rulers now have better flavor and traits
Missions:
2 New Mission Icons (chaos chariot and a castle)
2 New Vargs Chariot Missions (replaces tribute missions)
Provinces:
Kraka Ungrim has been moved slightly and is now a Dawi Karak
