The Powered Shortbow and Crossbow were too easy to craft early on and basically made a good number of the pre-Plasma and Atomic weapons in OET and vanilla pointless. Made some changes to realign them as more of a mid-game tech in terms of availability, which is preferable to hitting them with the nerf bat.

Both are now crafted at the Soldering station rather than the regular Crafting table, meaning you'll need to have power of some kind.

Both now require one power cell. Not much of a powered weapon without something providing power. :P

Research now requires Intellect 5 and Crafting 4, up from 4 & 3 respectively. Additionally, you must have already researched Electronics in addition to discovering Electronics and Power Cells (either by salvaging or crafting).

Increased the chance of the finite Radioactive Material expedition appearing when you Explore.

Changed it so it has a requirement of two years game time passing, and having discovered Electronics, CPUs, and Power Cells. You don't have to have researched the techs to produce them, just found them either from salvaging, trade, or dismantling tech weapons. The time requirement is to not take away from other potentially useful expeditions in the "Explore" category that will better suit you early on.

Fixed an issue with the Endless Nuclear Material expedition that locked it to a specific seed.

Changed it's criteria to have a 50% chance to appear on your playthrough and have a minimum requirement of four years game time passed, along with having already unlocked Radioactive material from the other expedition.

Readjusted the Mine tasks time to complete. Each tier adds one extra hour, but still provides you with more resources than the previous one compared to the overall time spent to complete it.

Fixed Radioactive Material to be 25 per Mine harvest instead of 375 (if you're using batch mods), as intended.

Changed the Nuclear Battery recipe to remain hidden until it's researched. It will no longer be there to taunt you if you haven't unlocked nuclear items yet.

Fixed some typos.

The Enhanced Medical Bed now heals at a skill of 8 instead of 10, so there's still a very small chance of mistreatment and heals just a tad slower. This is to not take away from the vanilla Breakthrough research that improves vanilla surgical beds to healing skill 10, and thus render it redundant.
