make all ships have distinct 1989 variants, add TASM ABL to spruances, add a new RGM-84 carrier spruance variant, and fix leahy having two different SM-2ER variants

added variants for NTU ships, temp removed lofting from standards to give them anti ship abilities (game bug workaround), added VLS ticonderoga class and refined some stats (more realistic RIM-8, more accurate USN guns)

fixed radar issues with ships, and gave standard missiles sustainers to keep up their speed

fixed some ships not having air search radars, fixed radar performance, added configs for knox and coontz class ships and added an experimental folder with a VLS ticonderoga ini that requires manual installation
