removed some random colour codes that didn't do anything

reverted attempted fix due to it making the civic unselectable for the player

hopefully fixed the ai being able to select the civics (thanks rodahtnov)

Significant changes
Ethics removed, replaced with edict that applies the modifier. This also allows for compat with all UI mods.
Big civic updated to include more effects.
No longer crashes.
