Major revision:

- Standardized main cities building income of all factions with adjusted scaled income
- Removed cost for colonization as you need to build the first tier anyway
- Removed additional siege bonus
- Revised unlocked slots with reserved final slots so the AI won't occupy all slots before it can build the higher tier buildings, as it cannot demolish buildings unless for recruitment
- Background income set for 1,500 to balance starting army upkeep and city expansion scaled income
- No public penalty for occupying as the conquered faction's attitude towards the occupier shouldn't be pre-fixed (gracefully determined by Population Mechanic dissidents system).
- Empire Master Engineers II compatibility
- High elves bonus mechanic for all factions for additional tax rate potential (and loss) dynamically via public order
- Removed Sigmar's Heirs compatibility as it cause an issue, added a submod
- adjusted horde upkeep to -50% for chaos and -30% rather than 80%

- Removed siege attrition change (10% from 50%), and reduced base turn resistance to 3 rather than 6 so attrition base turn is 4 (1 month) after siege started
