loc rework

Strat did this update, it envolved, turning of some lords and moving others around, also updating tables

some bug fixing probably

old world factions now show up in the campaign select screen
also fixed 2 script bugs related with the old world

Legendary Characters update:
-ulrika is now disable by default in mct options
-vorag no longar has his back to the camera in the diplomacy screen
-fix dispatch the pitiful ability (lilaeths faction ability)
-fixed brokk ironpick's weapon only be equipable when he unlocked all his weapons
