Fixed settlement garrison ui not updating size correctly when switching settlements

Updated for 6.3

--reworked multiplayer compatibility to be much more stable
--improved garrison upkeep and settlement recruitment ui support, they are now listed under other and unit recruitment in the treasury expenses breakdown

--fixed issue in upkeep calculation that would cause desyncs in multiplayer

--fixed settlement zoom button being covered

--fixed potential loop when adding garrison foreign slots to settlement
