Fixed a bug where some units would still ignore hostile small-caliber AA guns even when no higher-priority threats were present;
increased the global explosion blast damage coefficient from 2.45 to 2.48.

修复了部分单位在无其它更高等级的威胁下仍然忽略敌对小口径AA防空炮的bug；
调高了全局爆炸冲击波伤害系数从2.45提高到2.48.
