Compability patch for west 81 and French Nato

Major release adding some german and french cold wartanks like ELC EVEN's, and stuff like RU 251, Turm III, Raketenautomat, Jagdpanzer 90 and 105,

Adjustement on HEAT shell penetration so instead of penning if it had enough pen to penetrate the 0 degree plate it now will be blocked if the LOS thickness is higher than the penetration of the round. This means heat can actually bounce and nonpen on angled surfaces
