4.0 Phoenix update changes

- Corvettes now have a flat +100% damage against space fauna to *slightly* ease space whale related expansion difficulties. (This will be steadily scaled down with tech in a later update)
- Ship power projection doubled.
- Shipyard build cost doubled.
- Max naval capacity increased to 4000
- Base naval capacity increased to 100 (i.e. 10 corvettes)
- Disabled fleet ascension techs
- Reworked Military Theory tech tree: Interstellar Naval Traditions now a T1 tech that is a prerequisite for all other Military Theory techs.
- Reworked Naval Doctrine tech tree: T2 Naval Doctrine now requires T1 Fleet Doctrine; T3 requires T2; etc.
- Adjusted the mainline Military Theory techs to each provide a small reduction in ship upkeep but also exponentially increase the trade and logistics upkeep costs.

Re-tweaked the scaling formula being used for ship Naval Capacity Usage. New usage values below are formatted as (Usage at Game Start -> Doctrine Tech 1 -> Doctrine Tech 2 -> Doctrine Tech 3 -> Doctrine Tech 4)
- Corvette Naval Cap Usage: 10 -> 6 -> 4 -> 3 -> 2
- Destroyer Naval Cap Usage: 15 -> 10 -> 8 -> 6 -> 4
- Cruiser Naval Cap Usage: 25 -> 18 -> 16 -> 12 -> 8
- Battleship Naval Cap Usage: 45 -> 34 -> 32 -> 24 -> 16
- Titan Naval Cap Usage: 85 -> 66 -> 64 -> 48 -> 32

Made each tier of Doctrine tech after T1 require the latest ship Hull design tech as a prerequisite (so T2 requires Destroyers to be unlocked, T3 requires Cruisers, and T4 requires Battleships) to simulate empires needing a tangible reason to revise and update their military doctrine and organisational principles.

Slightly altered the costs & appearance likelihood of the Doctrine techs to account for new scaling.

Increased base Naval Capacity to 50 to soften the previous soft-but-very-firm cap placed on the number of Corvettes you can reasonably get out in the first few years of the game.

Increased Fleet Command limit from 250 to 300.

Added the previously forgotten icons to the military "Ascension" techs.
