Fixed Spartans from KCF to Spartan_Z. Elimates T-pose and respawning on death for AI

-Fixed generator positions
-Added spectre/scripted for respawn
-Allies can use spectre (FP vehicle positions NOT set)
-Removed crates that caused path finding issues
-Fixed launcher not spawn
-added launcher2
-added cerocket_hog
-added 2 shade turrets/moved existing
-spartans carry more weapons
-scouts1-4 may use brs
-attacking troopers more weapon choices
scrandom on timer for spawning, more weapons
-hunter spawn rate decreased
-scarab moved to clearing_2
-scarab set to respawn (fixed despawn on bonus round w/ reoccuring respawn)
-SCARAB CAN BE DESTROYED

- Spartans now have more variety in the weapons they carry (5 different weapons with weighted averages) TY: Skullmaster20
- Moved the "Bulwark" near the bridge so covenant (including wraith) do not get stuck TY: 6S_UrbanFarmer
- Turrets no longer spawn on top of each other causing them to glitch out and shoot themselves TY: Skullmaster20
- Tank is no longer simply destroyed leaving a carcass in the way. Completely erases tank body clearing up room for new tank
