- Reduced pact cost for a guarantee
- AI should not be able to break pacts unless in specific circumstances where the player intervenes such as cancelling a pact or becoming a participant in a war against the guarantor

- Removed the requirement of cordial or better relations to place a guarantee on another country!
- Requesting a guarantee still requires you to have good relations with a nation for them to accept! However it will not be broken by souring of relations currently.

- Added a new diplomatic action for granting guarantees to other nations
- Added a diplomatic action to remove guarantees as the guarantor nation
- more localization for english added
