Localization updates
Added machine assisted translations for:
- braz_por
- german
- french
- japanese
- polish
- russian
- turkish
- spanish
- korean
- simp_chinese

- moved the ai use game rule to the top of game rules to be more visible for users!

- diplomatic plays scope targeting was updated by paradox, but the plays are now working for 1.2
- introduced some minor custom localization for the num_states triggerused by total annexation
- updated all the english placeholders in other language localizations

- Added gamerules
- My original intention was to allow annexation of countries with 6 states or less, 6 states is now the cut off for targets of the small annexation diplomatic play
- The addition of game rules will probably make previous saves incompatible, which is why I waited for a major update to update this mod.
