Assorted Code Improvements
Niven's Causality Distortion Damage Reduction lowered to 30%. Nivens will be a bit less durable while guarding.
Lowered Niven base Defense.
Units guarded by a Niven no longer gain bonus defense.
Modified Niven and Navigator Psi-Rolls, which should make Mind Flay and Psyche Suppression Miss/Be Resisted more often.

Fixed Heavy Mechtoid Scamper behavior.
Improved Scamper Exhaustion edge case handling, which should remove 90-95% of scenarios when units may gain questionable reactions.
