Updated (C Scope) SP-21 Radar. Renamed vehicle from "SP-21 Radar" to "(C Scope) SP-21 Radar".

Changes:
1-) Up until now, elevation works in reverse, so I'm sorry it took me so long to realize that. I fixed the problem.
2-) Even when a single target is detected in static mode, all lines are collected in the middle of the screen. resolved.
3-) Since the range of the search radar can be quite long, I also added a dependency on the marking and with this, the distant targets will look more obscure and you can turn it off if you don't want to.
4-) In static mode, the first target and its distance can now be seen.
5-) It can provide GPS data for the first target in static mode.
