Bureaucrat no longer improves research rate
+10% settlement income reduced to +5% and moved to Noble Steward
Noble Steward no longer increases peasant cap

Thoughts:
This should bring some focus back to vows and make the economy sightly weaker in the late game as I feel like I made things a little too strong. This should also bring focus as to what each of these skills should be: Peasant Warfare, Knightly Warfare or Economy.

Royal Men-at-Arms (Poleaxe) melee stats further reduced but melee weapon strength increased

Royal Chapter barracks are cheaper, especially the Tier V structure. The garrison is weaker.
