Reduced the hp of Monsters and NPCs for all tiers.
Reduced the dmg of Monsters and NPCs for all tiers (because of the previous reduction to T0, T1 and T2, those 3 are reduced too but not to a noticeable degree)

Re-balanced to be more in range with Supper's Combat Overhaul armor, weapon, shield, npc and monster values.
