Moved voicelines around for the correct characters

Changed Monsoon's voice lines: most notably moved the "Do as you please!" voice line from kill to panic.

Fun fact: if you perform badly when finishing off Monsoon, he will say "Do as you please!" but if you perform well, he will say "Stop! Stop it!" These lines can both be found in panic.

Messing with the change notes feature...

Changed Monsoon's voice lines.

Changed support to Lambda Players, cut down on MB by switching to .mp3.

Converted *hopefully* all of the stereo sounds to mono so it works with Voice Chat V2, Also switched kill and taunt so voice lines make more sense, fault on my part, did not know how those sounds worked at first
