-made frigates unlock from only the corvette hull improvement 1 tech
-lowered naval capacity from pops and tech
-reworked fleet command limit amounts to be lower and worked in better compatibility for expanded megastructures and technologies mod

-restricted the reinforced destroyer bow to require destroyer hulls 2 technology
-adjustments to combat behaviors
--There's currently bugs associated with the way combat anchors work in real space. There were issues with it pre-3.6 as well with ships getting stuck flying in circles that i was able to make work-arounds for through the anchor weights but those work-arounds don't apply to this and i'm not sure what can be done about it yet. I'll keep looking for solutions though.
