Dawn Of ascension update time!

man this has been a long one coming.. it's quite difficult to write patch notes because the entire mod has basically been redesigned from the groundup, the ONLY files i haven't written from groundup was my shipset but here we go

new-ish stuff:

-added new 20+ event ascension situation
-updated old ascension situation
-added an edict to switch between the 2
-made the ascension upkeeps more dynamic
-added host flag for MP
-added improved acot support, you'll automatically have the old ascension selected
-redesigned how you get dark matter reactors
-redesigned all events for said reactors
-added a digsite for said reactor
-added 2 new tech tiers
-added 2 new tiers of (almost) all components
-added like a morbillion icons
-added council positions to all civics
-added a new building with job to make synthetic dark matter
-rebalanced the automated industries
-added new interactions with fallen empires
-added funny interaction for fe's if you're a purist
-integrated bug branch support into the main mod
-added a shit ton of behind the scene stuff, i'm not listing it all
-added an AI cheat situation to help ascended ai empires
-added a cheat civic for a friend, can only be accessed through the console

deletion and improvements:

-removed all MTTH events and replaced them with on_action
-removed banish and renounce ascendancy, cmon, they were terrible (they'll be reworked)
-a lot of event LOC is pending improvements
-all councilor LOC are placeholders


notes:

since basically the entire mod was remade, it's very difficult to put into words what has actually been done, but i hope this shed *some* light on it.

i have a list of stuff i want to do for upcoming small patches, so this definitely isn't the end for this "update"
