Added Redtusk Orcs as a culture that can use Escanni monuments. Tooltip doesn't list them as the culture spawns out of Corintar, which is an adventurer nation, and I don't want to clutter the tooltip too much

Bigly update: overhauled the base castle monuments in Cannor to be more interesting (generally just buffing them a bit), as well as giving some of them (all except Calasandur's castles) new art.

Added an event to T3 of Bal Dostan that allows you to accept the vampires as an estate if you want

Added an event each to T3 of Nimscodd's Academy and T3 of Hammerhome's Artificer's Guild that allows you to accept the artificers as an estate early if you want.

Slight modifications to other monuments, including making Neckcliffe's flagship cannons be a multiplier instead of a flat additive modifier, changes to Urvikstein's Ebonsteel Armory, and a few other minor tweaks that I've forgotten.

made it so all instances where an advisor is rewarded now gives the province's culture and religion, so no more regent court advisors after you swap to corinite. Also increased the discount on those advisors to -75%.

Removed blockade force required from Eborthil's Toref Citadel (because it's boring) and gave them a hostile landing penalty boost instead, as well as +1 area building slot at T3.

made Escann's monuments available to all dwarves as opposed to just a few select dwarven cultures (silver, iron, steel, etc)

Added custom tooltips for all of the monument requirement descriptions in order to make it significantly easier to understand what is required to build a particular monument.
