Under the hood changes to status effect "maximums," which should prevent weird situations with the same status effect duplicated on a single character.

Anomalies now have a movement cost associated with them, allowing the AI to prefer pathing away from them or jumping over them like a normal hazard. Jumping over anomalies still triggers their effects though.
