-Removed redundant spawn conditions for Underground bases that was preventing them from appearing if player changed the MES Difficulty config

-Fixed Underground bases not having voxel cleared correctly (it appears the airtightness calculation was changed at some point to be after the prefab manipulation)

- Added 261 new grids, thanks to Reaver and Omega for allowing me to use the grids from their build worlds
- Added Plastic skin to skin randomization
- Added missing block build state randomization
- Removed alternate difficulties, files were becoming extremely unwieldy

Reduced frequency of SG spawn types, were spawning more often than intended.
