now it will lower 20% local pop empire size.
but little higher the unity maintenance.


Repeatable Tech : Research Alternatives
+1 level cap.

Some small issues Fixed, Corporation admin edict Nerfed.

Fix some little issues, like techs random weight.
Added research limit for Trade repeatable techs, now is 10.
Much higher the AI weight for using the planet decision, but still need to observe. If that still not good enough, might consider to force add a buff after related tech researched to AIs.
Strengthen the building construction repeatable tech (that's not important at all, isn't it)

- Combined and Reworked some of the Repeatable technologies, like construction , strike craft and missiles.

- New Repeatable tech added: Trade Efficiency (Soc - Statecraft)

- All Administration Technologies remade, now cost more, but they also reward more.
And the upgrade line is now longer and smoother.

- New Policies and Planetary Decision Added, unlock by technologies,
these will help improving the country administration with more flexible ways.

- Higher the cost of administration edicts.

- Need more test for more possible improvement.

Higher the administration technologies cost and tech-level.
Slightly higher the edicts upkeep cost.
Higher the buffs for AIs.
Lower the mini-arc emitters technologies cost.
