oops bugs

- Added back china faction
- Fixed alot of bugs with the capitulation scripts (they should be finished now)
- Changed some more of the border scripts

- added vichy france to border scripts

- Spain now has cores in their African colonies.
- Added end game peace deal script for the axis (you can toggle this off in the game rules)

This script will be triggered when all major axis nations have been defeated.

This peace deal with do the following:
Setup communist soviet puppets in eastern Europe.
Split Germany into two.
USA will puppet west Germany .
UK will puppet Italy
Italy colonies will be divided between UK and France and Ethiopia will be released.
All occupied western nations will be released.
Austria will be divided between France, USA, UK, soviets (it looks cursed I know)
If Spain joined the war they will lose there colonies but will become a neutral nation after.
Finland will be released as a neutral country if they had been conquered by the soviets.

This will add a really cool late game cold war scenario that players could play (in both SP and MP).
