possibly fixed ai left lane issue

-increased hill climbing speed of ai trucks (1.5x default)
-ai vehicles stop on the line now instead of 2-3 meters back
-increased ai vehicle speed by ~5 mph (needs testing)
-ai more likely to recover from minor collisions (needs testing)
-increased spacing between ai vehicles to 1.0-2.0 seconds
