Reimplementation with a much more streamlined integration into simulation. Notifications are moved to to the first update and will actually be seen more after loading as a result (30s delay); a bug that made ambushes get delayed or skipped entirely (!!) is also fixed; a ship was lost during validation of this change.

Added a nil check to the chat feedback to make this work with alliance ships -- feedback won't be there, but ship progress should work!
