Uspecial: Now work how it supposed to work.

Moveset in General: In big changes we have the elimination of WHIFFLAG in the vast majority of the moveset to make Jacket more dynamic when chaining combos, changes were also made in the LENGTH of frames, with this minor corrections in some sprites.

Note: This is not a job, so please be patient, I know, a year has passed and I have to change 2 sets of sprites that are not typical of Jacket, but I wanted to make the corresponding balance before.
