Realised I just forgot to add the armour to the crafting list for the heavy armour smithy, should be actually craftable for real now. Really. Restored BP to Dust King inventory.

Added the blueprints to the Vendor List in the Great Library in Black scratch because it seems like you can't add armour blueprints to NPCs because of the way the game handles them. I also added some minor stat nerfs to the protector plate.
