2018 edition changes:
- all features from the standard edition of the mod have been ported over, changed or removed depending on the situation
-- tranquilizer rifles replaced by tazer rifles (less lethals rack included)
-- snipers will taze instead of sedating
-- replaced sedative_hit sounds with tazer_hit sounds
-- removed all orderly related researches and objects, (but kept the sedative gun)
-- adjusted bureaucracy screen
