Adds several less lethal options for guards to use.

Guards and Riot Police now carry stun rods. The stun rods are a high-end melee weapon that have a chance to stun inmates. The stun mechanism is based on finger prints which means only the stun rod owner can activate it. Guards are not stun rod certified by default and researching Stun Rods will allow to hire stun rod authorized guards. Riot Police are always stun rod certified.

Armed Guards and Snipers now carry tazer shotguns and tazer rifles that shoot tazer darts at very high speed.

Dog Handlers can now carry tazers as a secondary weapon (research required).

Soldiers will now carry less lethal pepper assault rifles.

Bureaucracy changes: stun rod certified guards require Stun Rods Training researched and dog handlers that are tazer certified require Dog Tazers researched.

A beefy computer is recommended.
