- plotter now marks areas with PavingStone and ConcreteTiles also as an island

- excludes Perimeter Walls and Fences as well as 3rd party modded walls, as long as they have "Wall" or "Fence" in their name.

- Island Plotter now also excludes Indoor floors/walls
- Island Plotter room now requires to be Outdoor

This should make it possible to convert an existing prison into a prison on an island.
