Using Tread's Update as a guideline, I also further increased the recruitment chances. It'll still take time but at least you'll be able to trigger some now.

Possible Fix for reducing number of enforcers in Skinners Roam and Okran's Pride

Had to fix a test game start so it shouldn't be visible

Updated animation speed of the walk cycle so that it looks less like they are gliding while walking.

Thanks to TreadLightly77 there is now dialogue for the Enforcers, and there is a very small and rare chance that if you talk to them, they will join you. However since this is so rare, and comes at it's own risks
